The program is part of the federal government’s efforts to promote economic growth, increase immigration, and support diversity and inclusion in Canada.

Canada created the Economic Mobility Pathways Pilot, also called EMPP, to help skilled refugees immigrate to Canada through existing economic programs to support Canadian labour market needs. The Canada Economic Mobility Pathways Pilot (EMPP) program aims to connect Canadian employers facing labour shortages in key occupations with skilled refugees and displaced individuals who are eligible and qualified. This approach not only provides opportunities for vulnerable individuals to settle in Canada but also gives Canadian employers access to an untapped pool of talented individuals with the necessary skills to contribute to the growth of the country’s economy.

Who can apply for Economic Mobility Pathways Pilot (EMPP)

First, you must be a refugee. This means you had to leave your home country because it wasn’t safe for you to stay there. There are seven partner organizations that can help you get a job in Canada as a refugee and prepare for the Economic Mobility Pathways Pilot (EMPP). Three of the partner organizations can give you a referral letter that makes applying easier because you’ll need fewer documents. You still need a job offer from a Canadian employer. The three partner organisations that can provide a referral letter include TalentLift, Talent Beyond Boundaries and Jumpstart Refugee Talent.

If you use the remaining four partner organizations that don’t give a referral letter or you apply on your own, you need to show proof of your refugee situation, such as being registered with the UNHCR or an asylum seeker. You also need to fill out the Schedule 20 form. The four partners that do not give a referral letter are RefugePoint, Hebrew Immigrant Aid Society, FOCUS Humanitarian Assistance and International Rescue Committee.

To come to Canada for free via this pathway, there are two applications you need to complete for the EMPP: one for the economic immigration program and the other for the EMPP. You can apply online through the Permanent Residence portal or by email. If you apply online, you’ll submit both applications together. If you apply by email, you need to fill out all forms for both applications and follow the EMPP instructions to submit them together. You can do the applications yourself.
